Tripura Eyes Digital Creative Economy Expansion Through AVGC-XR Policy

Through the proposed AVGC-XR Policy, the Government of Tripura aims to strengthen entrepreneurship, skill development, startup growth, and culturally rooted digital content creation in the state.

Directorate of Information Technology, Government of Tripura organised a stakeholder consultation programme on the draft Tripura AVGC-XR Policy in Agartala, bringing together government officials, industry experts, educators, founders, and creators to discuss the future of the Animation, Visual Effects, Gaming, Comics, and Extended Reality sector in the state.

The consultation marks a significant step in Tripura’s broader push to position itself within India’s rapidly growing digital and creative economy, with the proposed policy focusing on skill development, entrepreneurship, digital employment, innovation, and culturally rooted content creation.

The event was attended by Kiran Gitte along with senior government officials, department directors, industry stakeholders, and academic experts from across the AVGC-XR ecosystem.

Opening the session, Jeya Ragul Geshan B. presented the state’s vision for building a sustainable and future-ready AVGC-XR ecosystem. The presentation outlined the draft policy’s core objectives, implementation strategy, and priority areas including talent development, startup promotion, industry collaboration, content creation, and employment generation.

The consultation comes at a time when India’s AVGC-XR sector is witnessing rapid expansion, driven by increasing demand for gaming, immersive technologies, digital entertainment, animation services, and virtual production capabilities. States across the country are now competing to build policy ecosystems capable of attracting investment, studios, talent, and startups in the sector.

Addressing the gathering, Kiran Gitte highlighted Tripura’s recent progress in information technology and digital governance, pointing to the state’s growing focus on technology-driven economic development and innovation-led opportunities for youth.

The programme featured technical and sectoral discussions led by experts including Austin Davis and Manvendra Shukul, who shared perspectives on industry trends, design innovation, and the evolving opportunities within the AVGC-XR landscape.

One of the key themes throughout the consultation was the role of AVGC-XR industries in creating new-age employment opportunities beyond traditional sectors. Discussions explored how Tripura could leverage its young population, cultural identity, and improving digital infrastructure to build a regional creative economy ecosystem capable of generating jobs, supporting startups, and encouraging youth-led innovation.

Officials also positioned the proposed AVGC-XR Policy as part of a larger policy ecosystem being developed in the state. The initiative is expected to complement existing frameworks such as the Tripura Startup Policy 2024 and the Tripura Cybersecurity Policy 2025, with the larger objective of strengthening Tripura’s positioning as an emerging digital innovation hub in Northeast India.

The Directorate of Information Technology said the consultation was aimed at creating a collaborative and inclusive policy framework that reflects the needs of industry, academia, creators, students, and citizens alike.

Under the leadership of Manik Saha and Pranajit Singha Roy, the state government is positioning the AVGC-XR sector as a strategic growth area capable of driving innovation-led development, entrepreneurship, and digital employment in the region.

With the proposed policy, Tripura is aiming to establish itself as an emerging AVGC-XR destination in Northeast India by combining creative talent, technology adoption, startup support, and culturally driven digital content creation within a unified growth framework.
