PwC AI Report Under Fire After ChatGPT Citation & Fabricated References Raise AI Governance Concerns

As businesses race to adopt generative AI, one of the world’s largest consulting firms has found itself at the centre of an uncomfortable debate over responsible AI use.

PwC is facing scrutiny after several of its thought leadership reports were found to contain AI-generated inaccuracies, fabricated references and even a citation that linked directly to ChatGPT as a source.

The issue, first uncovered by AI detection platform ‘GPTZero’ and independently verified by the ‘Financial Times’, has reignited concerns around how consulting firms are using generative AI in research that is meant to influence business decisions and establish industry credibility.

PwC Reports Contained AI Hallucinations and Faulty Citations

According to the investigation, four reports published by PwC Middle East over the past two years contained multiple signs of AI-generated content. Researchers identified fabricated footnotes, unverifiable academic references, misattributed claims and inconsistent sourcing across documents covering AI, electric vehicles and public sector transformation.

One of the most widely discussed examples involved a source URL containing “utm_source=chatgpt.com”, effectively presenting ChatGPT as a citation. 

Other references pointed to papers that could not be verified or linked to sources unrelated to the claims being made, raising questions about the review process before publication. 

In a statement to the publication PwC Middle East said that, ‘it takes the accuracy of our published research seriously and is updating a limited number of supporting citations’

Incident Highlights Growing AI Governance Challenge for Consulting Firms

The episode is particularly notable because consulting firms, including PwC, advise enterprises on AI adoption, governance and responsible implementation. Errors in their own published research risk undermining confidence in the standards they recommend to clients.

The findings also suggest that generative AI can accelerate content production but cannot replace human verification, especially in research and thought leadership where factual accuracy and source validation are essential. 

The investigation follows similar AI-related reporting issues involving other Big Four firms, suggesting the issue is becoming an industry-wide challenge rather than an isolated mistake.
