The Bihar government has approved a new incentive mechanism for social media creators producing content around government schemes, programmes and development initiatives, with eligible creators able to earn up to Rs 1 lakh per video based on its viewership.
The decision was approved during a state Cabinet meeting chaired by Chief Minister Samrat Choudhary on Wednesday and comes as governments increasingly turn to digital platforms and creators to communicate with citizens.
Under the amended Bihar Social Media and Other Online Media Rules, 2026, empanelled social media creators can receive an additional Rs 10,000 for every one lakh views generated by an eligible video.
At that rate, a video reaching 10 lakh views could qualify for Rs 1 lakh. However, the payout will be capped at Rs 1 lakh per video, meaning creators will not receive additional payments beyond the prescribed limit.
The view count is assessed over a specified period, with reports indicating that the performance is calculated after 30 days of the video’s publication.
The policy does not mean that every creator who posts about a Bihar government scheme will automatically receive money.
Creators and registered companies will need to be empanelled through the Information and Public Relations Department (IPRD). Content will also have to meet government-prescribed requirements relating to eligibility, platform, quality and verification of views.
The government is expected to issue a detailed notification outlining the implementation framework and eligibility conditions.
